General Guidelines, Policies & Procedures


RECREATIONAL SPORTS PHILOSPHY
The purpose of the UMBC Recreation Program is to provide a
variety of programs,facilities, and equipment forbroad and diversified
quality recreational opportunities to students, faculty, staff, and RAC members.

The Recreation Program tries to create an atmosphere where the individual will be encouraged to expand personal interests in the activities of their choice. The general aim of the Recreation Program is to promote participation by the UMBC community in recreational activities regardless of age, sex, skill, or expereince. Our intent is to provide opportunities for relaxation, achievement, friendship and loyalty to groups, competition, physical fitness, and fun.


RECREATIONAL SPORTS OFFICE
The Recreational Sports Office administers all aspects of campus recreation and is located in 321 in the Retrievers Activity Center. Informal recreation, intramurals, special events and tournaments are coordinated through this office. Questions and program information can be obtained by calling 410-455-1539.

ELIGIBILITY
All students registered at UMBC, as well as staff and faculty members, are eligible to participate in programs and activities within the Recreational Sports Department. Each participant must be registered and have signed a waiver form.

Possession of a valid RED UMBC card: Any student or faculty/staff member competing in intramurals must have in their possession at EACH game time their RED UMBC card. No ID, No participation!

MEDICAL PROCEDURES
The Recreational Sports Office assumes no responsibility for injuries received during intramural and open recreation activities. Participants are reminded that their participation is completely voluntary. The nature of sports activity and the large number of participants in the UMBC Recreational Sports program makes the occurrence of some injuries inevitable. It is strongly recommended that all participants have a physical examination and secure adequate medical insurance prior to participation. UMBC nor the Recreational Sports Office and its employees assume responsibility for injuries incurred through participation.

REGISTATION
Sign Up information for intramural activities is available in the Recreational Sports
Office and on the Recreational Sports webpage. Registration for team activities will
require a team’s representative to attend a manager’s meeting for that particular sport.

MANAGER’S MEETING
At least one representative from each team will be required to attend each sports specific managers meeting. If a representative from each team does not attend, that particular team WILL NOT be scheduled. If a forfeit deposit is required for a specific sport, the intramural manager is required to leave the appropriate amount to also have their team scheduled. If they do not have the full amount at the time of the meeting, they will be given a two hour grace period to bring it to the Recreational Sports Office. At that time schedules will begin to be created and those teams without turning in their forfeit money will not be scheduled.

DUTIES THE INTRAMURAL MANAGER’S
The success of the intramural program at UMBC is largely dependent upon the representative selected by the participating organizations. These people serve as the means of communication between their organizations and the Recreational Sports Department. Each residence hall, club, fraternity and open group is encouraged to select the best possible person for this position. Duties of an intramural manager will include the following:
1 Insuring that all entries are submitted to the Recreational Sports Office prior to the sign up deadline for each sport.
2. Furnishing the Recreational Sports Office with requested information regarding player eligibility.
3. Providing information to each of his/her organization’s teams regarding playing dates, playing locations, rule interpretations, etc.
4. Attending all scheduled meetings.
5. Ensuring that his/her organization’s team understands and abides by forfeit policy.
6. Responsible for checking with the Recreational Sports Office for any schedule changes or cancellations on
a daily basis.

ROSTERS
All rosters will be checked prior to the start of the season. All participants must sign their roster form by the start of the second game or they will become ineligible for the rest of the season. Names appearing on more than one roster will be checked with captains of involved teams. If the problem cannot be resolved, the player(s) in question will continue to play for the team which he/they initially registered

ROSTER ADDITIONS
You may add and drop individuals to a roster only until the START of the second scheduled game. NO ROSTER ADDITIONS MAY BE MADE AFTER THE TEAM'S SECOND GAME. From there your roster is finalized.

INELIGIBLE PLAYERS
If a player participates on more than one team in the same intramural event (may not participate in two leagues, excluding men's and coed or women's and coed) the player and the teams involved are subject to the following:
1. The player is automatically disqualified from further participation in this tounament and may face further
penalties subject to review by the intramural staff.
2. The team which the player originally signed up with will lose the services of this player for the remainder of
the tournament and may not replace this player with another player. The team will forfeit any subsequent
games which the ineligible player participates in.
3. Any other team(s) involved will forfeit all games in which the ineligible player participated in.

PLAYER RELEASES
Automatic release from team:
1. If player drops out of school. (This will be verified with the Registrar's Office.)
2. If a player on a roster has not appeared in any of the games during the regular season, the player will be released and will be ineligible for playoff competition.

TYPE OF TOURNAMENTS
Tournament format will be determined by the intramural staff depending upon the number of teams entered in the tournament.


PRE GAME PROCEDURES
All players must sign-in prior to participation in each game with all required information on the game score sheet. In case of forfeit, all players in attendance must sign-in. In addition, each team must present a valid UMBC ID card to the referee prior to the start of the contest.

POSTPONEMENTS
If playing conditions do not allow games to be played, a notice will be posted on the Intramural Bulletin Board (located on the 1st floor of the RAC) and on UMBC. s intramurals website (www.umbc.edu/athletics/Recreation/Intramurals), and captains will be notified as far in advance as possible. Postponed games may be rescheduled at the end of the season. If the outcome of the game(s) will have no effect on the playoffs, the game(s) will not be rescheduled.


TEAM WITHDRAWAL
If a team can no longer continue to participate, the captain of that team must obtain the "Team Withdrawal Form" from the RecSports/Intramural Office. All remaining games will automatically be forfeited to their scheduled opponents.

FORFEITS & FORFEIT DEPOSIT FEES
Forfeit time will be a 10 minute grace period from the scheduled starting time. The decision of forfeit will be made by the Intramural staff or by a designated official. Forfeit score will differ depending on sport.
Reasons for forfeits:
1. Ineligible player(s)
2. Insufficient number of players to start the game
3. Ejected players failure to comply in leaving the area within one minute.
4. Continual unsportsmanlike conduct on behalf of player(s) or team.
5. Intramural staff reserves the right to any game due to any cause they see necessary.
All teams are required to leave a refundable forfeit deposit fee of $40 with the Recreation Office at the Managers Meeting. The deposit is collected to encourage participation among teams. If a team forfeits one game during the course of the tournament, they will lose 1/2 of their deposit. If a team forfeits two games during the tournament, the team is automatically dropped from the tournament and will not be eligible to collect their forfeit deposit. All remaining games will automatically be forfeited to the scheduled opponent. All teams are responsible for picking up their forfeit deposit at the conclusion of the tournament in the Recreation Office. If the team does not pick up their deposit by the end of the semester then they will lose their deposit.
If an intramural staff member ends a game due to diciplinary reasons, the disciplinary team will be awarded a forfeit. The winning team will receive either their score at that point in the game or the forfeit score. The winning team will receive whichever option will benefit them most.


PROTESTS
Protests may be filed to question the eligibility of the players. Protests may also be filed for questions of rule interpretations, not judgment calls. An "Official Protest Form" will be available at game sites. If at all possible, the protestable situation should be solved at that time. If not, the officials will announce that the game is being played under "protest". If the protesting team eventually wins the game, the protest should be withdrawn, unless it may involve a question of player eligibility.

PROTESTS CONTINUED
The "Official Protest Form" must be filed with the intramural staff within 24 hours of the activity and require a $10 deposit. If the protest is upheld, the protestor will be refunded his or her money. All protests will be reviewed in a timely manner with managers/players involved.


EJECTED PLAYERS/COACHES
Ejected players/coaches are expected to leave the activity area (out of sight and sound range within one minute). A player or non-playing coach can be ejected without a warning for unnecessary actions, profanity and/or conduct. Fighting will result in immediate ejection from the game and disqualification from the tournament.

Ejections will result in an automatic minimum one game suspension for the next scheduled game. (The player is not allowed at the site for the next game.) Upon ejection the player is suspended indefinitely pending a meeting with the recreational sports staff.

INJURIES
All injuries, regardless of their severity, must be reported to the officials. This will be recorded on the score sheet. The Tournament Director will attempt to contact all injured players that evening to check on their status.
If an injury appears to be serious:
1. Do not move the injured player.
2. Obtain the proper medical services (training room personnel) immediately.

Any injuries occurring during intramural participation will be treated by UMBC Training Room Personnel or by Student Health Services. No participants are allowed in the Training Room to obtain tape and/or other services.

CLOTHING & JEWELRY
There will be no inner clothing available for intramural participants. Although not mandatory, it is highly recommended that teams have the same color jersey or shirt. Participants must wear proper gym attire, no street clothing permitted. Scrimmage vests will be provided.

All participants are required to remove all jewelry before the start of play. (The only exception will be a medical ID bracelet which must be taped down.) Failure to remove all jewelry will result in the player not being allowed to participate. The severity of the penalty will be different depending on the sport

FOOTWEAR
All participants must wear proper footwear. No loafers, no stocking feet, no bare feet, no street shoes, etc. Sneakers or plastic cleats only, no metal spikes or cleats (includes aluminum screw-ins). No hiking-style shoes/boots.

SPECTATORS & CONDUCT
All friends and spectators of teams must be kept away from the team area on the field. Each team captain is responsible for the conduct of everyone in their immediate area. No vehicles allowed in or around the playing area.
All participants who do not comply with the basic philosophy of intramurals, its policies, procedures and/or game rules will be dealt with accordingly. Participants who use abusive language directed towards Intramural Officials may be ejected from the game and/or the tournament. Participants who persist in rough or dangerous play will be ejected.
No alcoholic beverages or tobacco products are allowed at the site of the event. Violators will be suspended for the remainder of the season.
